Alan Richards is an experienced leader in reentry services and community-based program management, currently serving as the Vice President of Enhanced Care Management Services at Amity Foundation under a Department of Health Care Services, Cal-Aims initiative. He has held multiple roles at Amistad de Los Angeles, including Los Angeles Regional Administrator and Project Director for the Just in Reach projects, where he utilized a Housing First model to stabilize high-vulnerability populations in permanent supportive housing, reducing recidivism and public system costs.
Alan developed and implemented Amity’s “Coaching 4 Change” mentoring project, funded by the Department of Justice in partnership with the Los Angeles County Sheriff’s Community Transition Unit, employing evidence-based mentoring practices to support incarcerated individuals. These mentoring services were also subcontracted through a Department of Labor ReXO grant with Friends Outside in Los Angeles, where Amity’s mentoring component was recognized as a model for effective reentry support.
With extensive experience navigating multi-city, county, and state systems, Alan has cultivated strong partnerships across public agencies, community organizations, and faith-based networks. He is a member of the Los Angeles Regional Reentry Partnership, Success A New Beginning Incorporated (SANBI), the Non-Traditional Leadership Institute (NO-LI), and the International Leadership Association (ILA).
Alan holds certifications including Community Safety Specialist from Los Angeles Trade Tech Community College and Competent Communicator from Toastmasters International. He is recognized for his expertise in community building, team development, and multicultural engagement, consistently empowering returning citizens and strengthening reentry outcomes.
